The current research aimed to identify the scientific determinants of training programs and the elements for their successful implementation, by identifying the theoretical foundations of training programs, and revealing the most important stages through which the design of training programs passes, in addition to identifying the proposed procedures to achieve the success of the implementation of training programs, and the research used the descriptive approach to achieve His scientific objectives and answers his research questions, and one of his most prominent results was that training needs are a set of requirements that oblige the human element to complete and successfully complete his work tasks, and then the training program comes within the framework of bridging the gap between the current performance of the job and what should be by providing the individual with knowledge and the functional skills necessary to achieve success. Accordingly, the effectiveness of training program design includes analysis and synthesis.
