This can only be achieved within a solid and strong legal system that ensures the needs and aspirations of peoples are taken into account and provides the legal framework for implementing policies and programs aimed at achieving development. Development is a collective effort undertaken by society, as all institutional capacities, public and private, participate in it. Sustainable development is not just an injection of money, but also a complex process in which the needs and requirements of society interact with self-possibilities and economic conditions.
