The legislative framework for adaptation to climate change in Egypt A comparative study with European legislation.

In contrast to climate mitigation law aimed at preventing or mitigating the causes of climate change, climate adaptation laws focus on managing the inevitable consequences of climate change. They involve anticipating the negative impacts of climate change and taking appropriate action to prevent or minimize the damage or to seize the opportunities that may arise from it.
Adapting to climate change is a vital challenge that various countries face to combat the increasing negative impacts of climate change. In this context, Egypt needs to work on developing an overarching legal framework that enhances its capacity to adapt to these changes, especially given the environmental and economic challenges it faces. Egyptian legislation related to climate adaptation still requires comprehensive development to align with national and international requirements.
This research aims at studying the current Egyptian legal framework for climate adaptation and to conduct a comparison with leading European legislations in this field, as European countries exhibit advanced experiences in formulating legal policies related to climate adaptation, thus providing a model that can be utilized to develop independent and more integrated Egyptian legislation.
In this study, we will address the most important legal concepts related to climate adaptation, review the prominent legislations and policies in place in Europe, then analyze the Egyptian legal framework, and provide recommendations based on European experiences to ensure the enhancement of Egypt’s capabilities to effectively and sustainably address the impacts of climate change.
