Abstract

The Internet is one of the greatest innovations the world has ever seen, giving humanity access to vast amounts of information, instant communication with people around the world, and the ability to do business in unprecedented ways. Despite the enormous benefits of the Internet, there is a hidden side that is not visible to the public, known as the Dark Web.
This term refers to parts of the Internet that cannot be accessed through traditional search engines such as Google and Bing, and are characterized by high levels of privacy and security, making them a wide area for illegal activities and criminal practices. The Dark Web is considered one of the developments of forms of cheerful harm, and raises the problem of whether the accused is a patient who needs treatment, or a defendant who needs to be punished.
The dark web is of particular importance due to the significant challenges it poses to legal and security systems around the world. While the deep web is used for many legitimate activities, such as academic databases and private medical information, the dark web is used as a safe haven for criminal activities such as drug trafficking, arms sales, human trafficking, and cyber fraud.
